I am not very sure with VPS, ist mean that 1 server hosted with few user, but the people hosted there have full control? which shared hosting don have full control?
If few people shared a server, will it affect if one of the user restart the server?

iCalvyn, your VPS won’t be affected if the other user restart their VPS. Your VPS will be affected if the host (physical server) is restarted.

A vps can grab resources from the main VPS host machine, unless the host machine is being manged right and set up properly. If you have the means always go with Dedicated server but if you need a good managed vps go with Server Intellect. My first VPS was with them and after 9 months I upgraded to a full server. They will support you and make sure the other vps clients cant hog the host machine.
